The new traffic regulations will impose a penalty of up to six months in prison or a fine of up to 100,000 yen for using a phone while cycling. If an accident occurs, the perpetrator faces up to one year in prison or a fine of 300,000 yen. Experts warn that using a phone can divert attention, reduce reaction speed, and increase the risk of accidents. The new regulations also strengthen controls on cycling under the influence of alcohol, and both cyclists and related responsible parties will be strictly held accountable to ensure road safety.
